The game engine is heavily reliant on single core performance and will only use 2 cores at any one time so its completely expected that you will not see full CPU utilisation since the other cores will not be handling any processing. As a result of that CPU limitation, it's also completely expected to not always have full GPU utilisation.

Off topic and other voices. the (external) contracts are listed when you eventually do come to own a vehicle. see the quick jobs option is really meant to get you fast work and easy. once you start into your own truck the game seems to become a bit harder. the big thing you will notice is that you can get into your own contract work you will be able to log hours and days on the road online. this also comes with fatigue.
It never drops below 70-75FPS in 4K with 200% scaling, SMAA on, all settings on highest or almost the highest in ETS2 on the worst part of ProMods and 300% scaling in ATS with all other settings maxed out on a 2080Ti FTW3 Hybrid and old relic 7900X.
